The Ministry of Health, Republic of Türkiye (MoH) is the central governmental authority responsible for developing, implementing, and regulating national health policies, overseeing healthcare service delivery, and ensuring the protection and promotion of public health across the country. As one of the largest public institutions in Türkiye, the Ministry manages an extensive healthcare network that includes over 1,000 hospitals and more than 28,000 healthcare facilities, spanning all levels of care. Through its broad mandate, the MoH ensures the equitable provision of healthcare services, the integration of preventive and curative health programmes, and the continuous improvement of healthcare quality and accessibility. The Ministry also plays a key role in research, innovation, and international collaboration within the health sector, contributing to the country’s evidence-based policymaking and alignment with global health standards.


Operating under the MoH, the General Directorate of Health Information Systems (GDHIS) is the principal driver of Türkiye’s digital health transformation. GDHIS is responsible for designing, developing, and managing the national digital health infrastructure, enabling interoperability, data security, and seamless information exchange across all levels of the healthcare system. Currently, GDHIS oversees and maintains more than 100 national-scale digital health platforms, including flagship systems such as e-Nabız (National Electronic and Personal Health Record System), MHRS (Centralized Physician Appointment System) and SINA (Health Statistics and Causal Analysis Platform). Together, these platforms form the foundation of Türkiye’s integrated digital health ecosystem, promoting data-driven decision-making, operational efficiency, and patient empowerment. GDHIS’s achievements have positioned Türkiye as a regional and global model for large-scale digital health implementation, in alignment with WHO’s digital health strategy and European Union interoperability frameworks.


Role in the project: 


The Ministry of Health, Republic of Türkiye (MoH) contributes to the MULTIPULM Project by carrying out validation studies in pilot sites in Türkiye and supporting policy development processes as well as participating actively in the dissemination, sustainability, networking and clustering activies. MOH will also lead the task of supporting national training networks, implementation capacity building and peer-to-peer training model. Within these tasks, the MoH provides expertise on national healthcare infrastructure, supports the organization and execution of clinical and pilot studies, facilitates knowledge transfer among project partners and builds sustainable training structures and a strategy to raise local awareness.
